Women suffrage question help needed?

I done something like this last year, basically you have to talk about the trustworthiness of the source, so you have to talk about who created it. Well in this case it's the suffragettes. But why did they create it? They were obviously unhappy about something and were trying to gain support, therefore the first reason would be that its a piece of propaganda and is therefore biased. You also have to look at how the other side of the argument is portrayed; the situation may not have been as bad as they portrayed it, because they were obviously trying to make the government look bad.
