Why is an inverted cross on the pope's chair?

Because legend goes, when Peter was crucified, he asked to be crucified upside down, because he didn't want to equal himself with Jesus, even in his execution. Since Catholics hold that Peter was the leader of the new faith after Jesus and the rock upon which Jesus built the Church, and the Popes are his successors, the cross on the Pope's chair is inverted.
