Pomeranian has dandruff?

Today i decided to take my pom to the groomers. So after i brushed his fur, i gave him a tummy rub and scratched his back. I took a close look at him and i could see little white specks. i think this is dandruff, i have been seeing him scratch himself alot lately. Could he have fleas? or is it just dandruff?
