Mohawk with a rats tail?

Im and african american male and i'm 13. I want to fade the sides of my head and leave the mohawk part at the top, and in the back I want a rat tail that hangs half way down my back. How long does it take to grow a rats tail, and what are some fast ways to increase your hair growth?
